The instructions also imply you're using the root account without sudo. On your server setups, remote connections are restricted to local users with limited rights, so you should switch to a higher-privilege user like root. The path "~/.vnc/config" belongs to the root user, not the current logged-in user. If it's saved in your local users folder, your session won't work.
