The situation described involves a persistent camera issue in Skyrim where the camera remains stationary despite movement. In first-person mode, it behaves unpredictably, often flying around freely outside the city or in unconventional positions. In third-person view, it only allows a single direction of facing. A video of the problem is available online, though the upload details are unclear.

I've already tried removing mods and reinstalling the game, but it didn't work. I fixed it with a different character, but I still don't want to start from scratch, so I'm keeping my saves in case a better solution comes along.

Do you have any camera-related modifications? Are there any other mods installed? Have you explored scrolling to switch between third-person perspectives? I'll check Uesp.net in the Bugs section to see what I can find.

Consider removing all your mods, then upload them to Steam and check the verification feature. This could help identify the problem and resolve it, after which you can reinstall your mods.
