I don't need to pay 50 EURO for a 130GB SSD. I'll go for a fast HDD instead.
It's normal for the Frostbite engine to behave that way. That's just how it is with the game running on an SSD.
Basic idea: Some data files are scattered across different spots on the hard drive. A hard drive uses a spinning disk and a tiny needle to read information. When a file is split into many pieces, reading it slows down. Defragmentation combines all those pieces back together so the needle can access them quickly. I use Auslogics Disk Defrag, which offers both defragmentation and optimization tools to speed up my hard drive.
This behavior is typical for BF4. It consistently occurs across different storage types like mechanical harddrives, SSDs, and RamDisk. It's simply part of the game mechanics. I've heard it wasn't always present, and developers added the delay to improve loading speeds, though I'm not certain if that's accurate or just a rumor.
Texture download takes a little longer, but mine finishes in about ten seconds. I also run on an HDD.
