Do you have the RAM slots correctly filled? (Slots 2 and 4) Sometimes Ryzen doesn't accept XMP profiles with auto-dram voltage. Try setting it manually between 1.35V and 1.40V to check for stability. You might also need to raise the SOC voltage slightly.

It sounds like a capacitor issue. It could be a bad or weakly soldered one on the board around the VRMs or near the PCIe-extension or on the used card.

They are located in slots 2 and 4 (it used to be different, but after swapping there was a minor boost). Also, turning off the xmp profile makes it boot quicker (using standard settings), though I still see all the lights—red, orange, green, etc.—just at a faster pace!

Consider whether retrying the flash makes sense given the current situation. It might be worth trying if you're confident about the steps. Also, reviewing the manual more could help clarify what you need. If the issue persists, it may not be easily resolved.

The RAM displays RGB lighting and takes 2 or 3 seconds to illuminate during startup. That might be useful information! (You ran two memory tests and results looked normal.)

your system seems to be running without major issues, aside from the sluggish startup. your bios clock reads around 13-15 seconds.

It might be better to put the device into sleep mode instead of shutting it down each time if it starts to bother you. The no-boot issue is uncommon, but when it did happen I saw a bright orange light and had to restart until it worked properly!

I don’t expect a bad capacitor, but weak soldering could be the cause.
