Issue with ASRock B650M-HDV/M.2 LEDs not starting even though they are cycling
CPU: AMD Ryzen 7 7800X3D running at 4.2 GHz with 8 cores
CPU Cooler: Thermalright Phantom Spirit EVO 69 CFM
Motherboard: ASRock B650M-HDV/M.2 Micro ATX AM5 Board
Memory: Patriot Viper Venom 32 GB (two 16 GB modules) DDR5-6400 CL32
Storage: Western Digital Black SN850X 1 TB M.2-2280 PCIe 4.0 X4 NVMe SSD
Video Card: Gigabyte WINDFORCE OC GeForce RTX 4060 8 GB
Power Supply: ADATA XPG Core Reactor II 850 W, 80+ Gold Certified, Fully Modular ATX
The motherboard indicators change from DRAM+CPU to Boot+VGA, then all lights illuminate and the sequence restarts until I power it off. My troubleshooting attempts include:
- Booting outside the case on a non-conductive surface
- Using an RMA board (problem continues with replacement)
- Using an RMA CPU (problem persists)
- Reassembling multiple times
- Switching to a different PSU and cables
- Changing GPU
- Testing RAM in every slot, both together and separately
- Using HDMI instead of DP
- Clearing CMOS
- Flashing the BIOS
I’ve ordered new RAM but am trying to figure out if I’m missing something or making mistakes. Any advice? I’m getting a bit anxious.
How long are you waiting for the system to start up? New systems can take a bit of time to discover/configure all hardware.

Yes. A short time or two should suffice.
Have you attempted starting with the GPU disabled and using the built-in GPU (7000 series include them)?
Have you previously managed to reach the BIOS settings?
Are both the 8-pin and 24-pin power connectors securely connected to the motherboard and PSU?
