Do you notice any indicators of activity? Are fans operating, LEDs illuminating, or the system powered on? Or is there a lack of display, power, or boot/POST signals?

everyone spins up, there are no power LEDs on my case, and no diagnostic LEDs on the motherboard. I can't boot or see any status lights.

It seems like your 5800X3D or the mainboard isn't working properly. Try replacing the 3200G and check if the system boots.

Both options function properly. The motherboard launches with the 3200G and the 5800x3d are shared across different systems.

And you have just rechecked it using the 3200G?

Have you attempted to reset the BIOS by removing the battery or shorting CLRCMOS1? It's preferable to use the latter method, as it provides more stability. Unplug the PSU and then connect the two pins together using a conductive material for three seconds.
Your BIOS version is likely accurate (minimum 1.20, released about four years ago). All components are functioning properly—CPU, GPU, RAM, and motherboard are all operational. It seems unlikely that any peripherals are causing problems.
What is the exact motherboard model of the system that supported the 5800X3D? How do its specifications compare to yours? Perhaps check the power supply or try a simpler setup with just one drive and one RAM stick, then reset CMOS again. I suspect fully breadboarding isn't required since power was present and it worked with another CPU.
