Start with STEAM and check the integrity of the game files.

Try this command line parameter setting.
Navigate to the Game library, right-click on Apex Legends, select Properties, click on Advanced launch option, locate the command line arguments and enter "-useallavailablecores" without quotes, save your changes, then restart the game.

Do you have any anti-virus or antivirus software installed? Review your antivirus logs. I experienced a strange problem with the built-in one in Windows 10 that stopped Skyrim from launching. Attempted to restart the STEAM client as well.

Thank you so much for your help but it looks like there is a difference between SSE3 and SSSE3 and I have SSE3 but apex wants SSSE3, this is just so stupid that I didn't think of that, thank you again but I guess the only solution is that I have to buy a new CPU for a damn game which of course I am not even going to consider doing.

There is indeed a distinction between those two instruction sets. SSSE3 adds 32 more instructions. Therefore, if Apex Legends needs a processor with SSSE3, it’s because the game relies on that feature.
