This old flat-screen TV doesn’t work with modern devices. On my laptop, the settings also say the card used when connecting to the TV is 1650 Ti, not the built-in one. The issue keeps happening. I plan to record a video of the problem and post it on YouTube; you can check the link here for reference.

For anyone facing this problem later, set the frame rate to 60 frames per second. I applied MSI afterburner to achieve that quickly.
