Checking if reducing the refresh rate resolves the issue might not be ideal, but adjusting the monitor settings for pixel response could help. The problem seems specific to Apex.

I've experimented with various pixel overdrive configurations. I also tried backlight strobe effects, but they didn't produce any noticeable changes. Adjusting the refresh rate didn't help either.
