I encountered a similar issue before on an older system using a USB Bluetooth adapter. While playing games with an Xbox One Bluetooth controller, the games would stutter no matter the frame rate. Using a cable resolved the problem completely. Later, I replaced the CPU, RAM, and motherboard (which already had built-in Bluetooth), but the issue persisted for months. During gameplay of titles like FIFA 16 or RE 2 Remake, the stuttering would appear again after a short while, eventually making it impossible to play. Connecting the controller via USB resolved the problem, though this was only a temporary fix. I reinstalled the Bluetooth drivers for the motherboard, but without installing any extra apps. The issue reappeared only after a Windows 10 update in late October. Assistance needed.
In the meantime, I swapped out the CPU, RAM, and motherboard (which includes built-in Bluetooth), and things stayed okay for a while.

You might want to look for a 650W or higher, well-built unit if you borrow it, and check if the performance issues improve.

Following the replacement of parts, I performed a fresh installation of Windows 10. The BIOS version F33.a was installed during the CPU, RAM, and motherboard swap. I’m certain the power supply isn’t the issue. The main concern is the Bluetooth connection, which seems to be causing the stuttering. This issue was similar to what I experienced with my previous setup using a USB BT adapter, where it would appear suddenly. Recently, after several months of smooth gaming and computing, the problem resurfaced a few days ago. Using a USB cable to connect the controller resolved the issue immediately.

The BIOS version F33a isn’t listed on their support page, maybe it was removed and replaced with a newer BIOS because of stability or security issues.
Ensure you’re using the latest chipset driver for your setup, then update the BIOS to F36 or F37d, and reset the CMOS. After starting the system, activate AMD’s E.X.P.O.
I’m certain the power supply isn’t the issue.

Do you have a link to the PSU you’re using? I’m worried that after four years, your PSU might not be delivering the full 550W for the whole system. Right now the recommendation for an RTX4070 is
550W.
This time it seems to have appeared suddenly a few days ago, following months of smooth gaming and computing.

I discovered that Microsoft GameInput might be causing the stuttering. It was installed on my computer on November 5, near when my issues started. There seems to be a version conflict, and the system keeps putting in the new version without removing the old one. Suggestions include uninstalling the app, renaming the file, closing gameinput processes, and deleting it from startup settings, but these only work temporarily until I restart. After a restart, the application and related items install or start automatically again. Anyone have any advice on resolving this?
