I built a setup using the asrock b450 m steel legend, a ryzen 7 2700x, and corsair vengance rgb pro 3000mhz ram. I noticed my RAM speed drops to 2133 mhz during overclocking or when enabling XMP profiles, causing the PC to restart twice before returning to normal. Anyone have suggestions on how to resolve this issue? Thanks in advance for your help.

The system becomes unstable at 3000; consider using 2933 or lower.

The CPU memory controller is strictly confirmed for 2933mhz; any variation (XMP supports higher speeds but falls under the 'anything else' category) requires manual tuning or relying on chip design. Follow @Jurrunio's advice.
