I attempted to lower the CPU frequency from 4100mhz to 3095mhz and voltage from 1315mv to 1300mv, but the system won't boot now. I've reset the BIOS several times.

It seems you're asking about accessing Windows. Would you like guidance on how to reset the BIOS or optimize settings? Have you considered shutting down the PC, removing the CMOS battery for a minute, and then reinserting it?

Did you disconnect it? Press the power button to discharge the power supply capacitors? Then take out the battery for at least a minute? After that, reinsert the plug into the power supply and then start it up?

After removing the CMOS battery, it felt warm. That's unusual since the system remained off and no signal was detected.
