I just set up a new system for my little brother. Requirements: Tommahawk B450, max 2 M.IO, Ryzen 5 500, Corsair RM650, PSU with fractal 3-pin DC fans included. The case fans spin at 900 RPM max. I changed the BIOS settings to DC mode and max power, also used full speed for all fans. Tried different fans from my own PC but same issue. I flashed the BIOS again. If you missed any details, let me know.

It's not unusual for DC fans to run at lower speeds, especially in PMW models. They can reach higher speeds when needed, like up to 2500 rpm.
