A VPN operates at the TCP connection stage, while throttling and congestion occur at the 4G modem to cell tower level—well before TCP is even considered. You can change a Lada into a Ferrari, but if the road beneath it is bad, you won’t move quickly.

Consider contacting your ISP to see if the slow speed is due to network congestion. If so, request they increase capacity at the tower. They may not agree, but it’s worth asking—there’s always a possibility they’ll act soon.

I’d prefer a stable home connection and stop using the mobile plan. It’ll cost more, but it’ll be much more dependable. It’s frustrating being back with the poor ISP that served my home—it wasn’t terrible, but it wasn’t great either.
