I didn't request a drama queen. Around my building, most folks rely on wired connections instead of mobile data. Many don’t even opt for unlimited data packages. The service is also relatively new.

It's not important whether they share the same strategy. What counts is whether they operate on the same network, such as 4G, which is probably the case. All your description seems to point toward a similar issue.

Yeah i think the signal is not the issue, I thought it was but, the signal is fine, its probably the congestion.

The issue isn't about fixing congestion or throttling on your device. These problems occur at the cell-tower level, not at your end. Only the ISP can make changes. You might notice a slight improvement with a better external antenna, but results aren't assured.
