To stop the throttling from your ISP, you can try using a VPN. Since you're in Colombia and far from the capital, it might help. Also, consider checking if your phone supports a 4G antenna for better signal strength.

You determine it's throttling by observing patterns—fewer users at night means less demand, but during the day, many connections pile up and the network struggles to maintain quality.

Yup, just seems like congestion.

The speed has dropped significantly from 2.5 MB to just 300 KB or slower, which is not acceptable. It seems likely a throttling issue or network congestion is causing it. If this is indeed due to congestion, I’d consider switching services and closing this account.

I've saved a lot of content without any limits, but it only functions in the early hours. Once past that time, the speeds become poor, though they aren't restricted by data usage.

It doesn't restrict data access at all; instead, it lowers priority, causing top users to be the first to experience slower performance.

Identify the cell-tower locations, then choose one with low local population density and visit it—if speeds improve, the issue is congestion, not throttling.

Well, in my area few folks use the same service. Likely just one here. That’s why I believe it’s a slowdown instead of heavy traffic. I’ve saved files in the city during early mornings at home, and there are definitely more people using it.

It seems like the connection is being limited. I’m paying for a plan that promised good performance, but sometimes I struggle to stream videos in high quality because the internet speed drops significantly.
