1809 is now available widely, making the 1803 ISO final. When 1903 reaches the same status, 1809 will be considered complete. Installing 1803 on a connected PC will trigger automatic updates during setup.

I used my 1803 Iso file that I downloaded back in July 2018 and installed it. After running the updates, surprisingly, the year’s worth of updates took only about 30 minutes or so. I’m happy with this—no more network problems and everything now works as expected. It looks up to date too.
