Imgburn is likely the most reliable option for you. It’s an extremely helpful program. When working with Nero, PowerDVD, or similar CD burning software, it should also generate ISO files. An ISO essentially copies a disk into a file format rather than a physical CD.

I'm very cautious when setting up programs, but I believe the image file on your laptop was damaged by a virus that won't let it restart.

Did you receive it from their official mirrors? I’ve added it to every machine I own, except my newest one which doesn’t have a disk drive. It hasn’t been updated since 2013, so nothing seems to have slipped through recently. The low-level disk driver it uses appears to be questionable, but it’s not harmful based on what I’ve found.

ImgBurn might only have OpenCandy installed, which attempts to add unwanted software you need to reject. Probably hasn't been used much lately.
