As long as this stays legal, developers will keep doing it. China/random data brokers are just paying too much to avoid getting caught... as they said, report to Steam and your local authorities, and move on. There are no exceptions. Never install malware on your system—simple as that.

Legally compliant doesn't always matter when you're in NA, because data protection rules are basically nonexistent there.

In the EU, this situation isn't fully legal since these firms usually don't explain clearly what their software does or confirm it's actually installed. They often just mention vague terms instead of providing precise details.

Absolutely, if I understood a European language and was 18, I’d definitely move to the EU for its strong tech and car regulations.
