Hello everyone, I'm keeping it brief.
First week was smooth, no issues.
After a week, shutting down or trying to boot caused fans to spin briefly before flashing. Solution: turned off PSU, waited 10-20 seconds, then restarted.
Now I'm using another PSU, but the PC still lights up for half a second and stays stuck at VGA mode during boot.
This seems like a possible faulty motherboard issue.

PSU: MSI MAG A650GL
If you're switching PSUs, let me know what model you used—what was the make, model, and age of the PSU you were working with?
-deactivated fast boot
-deactivated expo
-reconnecting cables to the PSU
-changing power outlet
-resetting CMOS
Did you manage to enter BIOS without any issues?

I'm sorry, I should have mentioned the PSU. The one I tried was a Mars Gaming MPIII550P, and I had it in another PC that's currently working. It was a 10-year-old system where I recently replaced the PSU with the one you mentioned. Thanks for the attention!

Are you asking about all fans or just the CPU fans? Does the BIOS identify the CPU fans correctly in their place/header? Consider removing the GPU and check if the iGPU fixes the problem. Test with one RAM stick at a time.

everyone seems to function properly, but with the initial problems, when starting up after a shutdown, the fans would still spin white, matching the color I had set. now they display a default rainbow pattern, all in sync with everything I mentioned earlier. i've tried taking out one RAM stick and removing the GPU, connecting the DP cable to the Mobo—still rainbow fans and POST failures at VGA, with the red LED still on. good to know! this is why I use it even on a 10-year-old PC... but it's clear it isn't a dependable solution for troubleshooting either. i don't know how to move forward honestly!

The ram qvl offers a wide selection for 6000mhz kingstons. It would be unusual if by accident or design you ended up with non-qvl, untested memory that might not work reliably, and this is not guaranteed by the manufacturer.

Psu tier list
- Mag A-GL 650w is the atx 2.x version which lacks atx 3.1's transient response protection. Tier B.
Usually a 700w psu is suggested for a 7700xt, but a search indicates that a 650w unit should suffice in this setup since the CPU has a 65w TDP and under load it can draw up to 100w+, while the 7700xt can handle 230-260w and even spike to 300w+ for short periods.
It’s essentially a matter of getting close enough.

If the psu doesn’t perform well, perhaps due to slight deviations in power delivery, it could be a manufacturing issue or just not quite fitting. It might be possible for some units to manage, but others likely won’t.

Are there any other low-power GPUs available such as GTX 1050, older models like RX 2x0 or RX 3x0? If they boot up then the GPU is probably the culprit. Otherwise, it’s more likely the PSU was affected by a brief fluctuation.

Vga is Vga, keep the GPU initialization steady. It's not about memory, CPU, or motherboard. The issue might stem from a combination of GPU and PSU, or a defect linked to that pairing. If the problem lies with the PSU and GPU, switch the GPU and PSU. If you don't have alternatives, you might need to try sourcing components elsewhere. My guess is that anything valuable is likely affected if it's not on sale.
