Hello, I constructed a new gaming PC last week. It features a 7800X3D, 4090, 32GB DDR5 6000mhz and a 420mm AIO. When I began playing Watch Dogs 2 at 1440p, I observed lower frame rates than expected for my system and an older game. The machine is fully loaded and I’m consistently achieving around 120 FPS, which is just 25 frames short of what’s recommended for 4K. I need assistance understanding why my PC isn’t performing as it should. I was expecting smoother operation at ultra settings in 1440p. I thought I’d be getting at least 180 frames at that resolution.
I think I need to ensure I'm getting a minimum of 180 frames at 1440p on Watch Dogs 2.
What game version—possibly an older one from 2016?—might be relevant here...

My build includes a 4090 FE, 7800X3D, 32GB DDR5 6000Mhz RAM, 1000w PSU, 420mm AIO, SN850X M.2, and 12 case fans. I’ve attached a clip from Outer Worlds with RTSS running, where I’m encountering stutters and frequent frame drops down to 80-90. This shouldn’t be happening with my setup. I’m playing at 1440p resolution, and both EXPO and XMP are enabled. The motherboard is up-to-date.
What components are you increasing their performance beyond normal limits?
What are the CPU and GPU temperatures when not running and when under stress?

I couldn't retrieve the video here, it only supports links. Detroit becomes human feels great. I'm not adjusting anything except my RAM, which is managed automatically via EXPO. My GPU usage keeps changing between 39% and 97%. The CPU temperature stays between 50 and 57°C. All drivers are up to date. Some users mentioned the outer worlds aren't optimized, but that shouldn't impact my rig. Even unoptimized games aren't causing issues with my high-end hardware. I tried Watch Dogs 2 too—it was giving me a lot of frame drops. I'm playing at 1440p.
What speed should I expect? Based on what I know.
I have a comparable setup but with an Intel 13900K, and I think it’s pointless to obsess over the frame rate target. If a game runs smoothly at the resolution and quality I prefer, that’s enough. I don’t mind if it’s 120 fps instead of 200 fps when others claim higher numbers. Usually, if a game isn’t performing well, it’s the game’s issue—not your hardware (especially with updated drivers and BIOS).

“Unoptimized” generally means the game can’t perform as expected because of inefficient code or slow data loading.
Even with the most powerful supercomputer, this app would still run poorly on average.
Regular updates might fix some problems, but sometimes it’s just a persistent issue.
It doesn’t matter if the game is released early or if you’re using high-end hardware.
There are games that let you reach maximum refresh rates and FPS, but others can’t match that performance.
Some even lock the frame rate regardless of preference.
Why would you spend money on PC gaming if you think this way?
You could have stayed with consoles and limited options without worrying about your setup.
