My computer is slowing down and stuttering during games such as Back 4 Blood and Rainbow Six Siege. I've done everything from resetting it to factory settings and adjusting the graphics to lower presets. This is really frustrating because I invested a lot in my PC and it's not performing well.

Include the age of the PSU, along with its make and model. Also, mention the BIOS version for your motherboard at this time.
Additionally, avoid mixing different RAM kits—use one kit consistently. For your situation, I recommend sticking to the Corsair RAM kit.
Adjusting the RAM in that way might be the reason. You should consider getting a different kit. It would be best to check fast 2x 16gb kits with 3600mhz or higher speeds. Your chip's IMC is quite high and can likely manage faster RAM if your motherboard supports it.
It has been noted before that you should focus on your RAM. Not only does a mismatch in frequency reduce speeds to the slowest common rate, but timing differences can also lead to various problems, such as performance issues. Additionally, XMP support isn't available in your BIOS, which means you're missing out on significant performance gains. Checking your motherboard's support page shows this RAM is a great match.
