He is turning off the main processing units and threads. The Ryzen 3100 runs as a 4-core / 8-thread machine. CPU-Z shows it as 2-core / 2-threads. The goal is mainly to boost the CPU overclock to check with CPU-Z, not for gaming or regular tasks. It's currently running at 1.536V. That’s not for continuous use—just test benchmarks and let it rest. Repeat the process.

I don't see 1.64v mentioned as claimed. That frequency is likely near the limit for ambient cooling. Great job on getting it right! Let me know if you need anything else.
