My rig specifications are as follows: I’ll mainly rely on the UPS to shut down my system rapidly during power outages. I won’t keep it running continuously when there’s an outage. Thanks!

What is your budget?
Most UPS manufacturers offer a "calculator" to assist with sizing the UPS.
These tools often push the selection toward more expensive options.
You're right about planning for just enough time to perform a smooth shutdown.
A practical timeframe might be 5 to 10 minutes, which is reasonable for you.
Another factor to think about is the power quality: frequent outages or significant voltage fluctuations?
Avoid being tempted by unnecessary UPS features and functions that may seem appealing.

The UPS I talked about costs only 125 USD. It's actually on sale in my country, but I believe I could get it for as much as 200 dollars.

Be careful modern power supplies because they are so efficient do not tolerate bad power. You really want UPS that puts out sine wave power, the one you list is not even simulated sine wave. Now it only maters when you are actually running on the UPS battery but you still run the risk of damaging the power supply. What people say happens more commonly is the power supply see the bad power and just turns off if it is under a lot of load.

I own two older APC USP models: BackUPS-900 and BackUPS ES 650.
I don’t use any monitoring software.
The goal is to ensure sufficient time to shut down when power fails. Usually, during storms or unexpected outages, I shut it down and unplug anyway.
Unpredictable power interruptions can happen.
I recommend checking the relevant User Guides or Manuals for the UPS models you’re considering.
