Actually, it means everything. Particularly when you run games or programs that heavily utilize your CPU. While AVX instructions can contribute to higher temperatures, they aren't the sole cause—many modern games and apps also use them. It's wise to confirm that regardless of what you're running, you stay within safe limits so you don’t risk instability or data loss later.

You might recall that Intel's datasheets for the 22 nanometer i7-4790K indicate a maximum Core voltage of 1.86. Refer to page 102, section 7.8, table 48, top row.
However, given that such a high Vcore would likely cause the processor to fail quickly, the actual practical limit is much lower. A value around 1.360 is supported by Silicon Lottery, a company specializing in testing and selling professionally overclocked "K" CPUs. See the Devil's Canyon table in Historical Binning Statistics for more details. For longer-term reliability, we suggest a maximum Vcore of 1.300.
Similarly, as my colleague Darkbreeze has noted, Intel's datasheets for your 14 nanometer i7-9700K state a maximum Core voltage of 1.52. See page 117, section 7.2.1.1, table 7-2, top row.
Another source, Silicon Lottery, supports a value of 1.450, referencing the Coffee Lake table in Historical Binning Statistics. For longevity, we recommend a maximum Vcore of 1.400. As Darkbreeze also mentioned, a Vcore of 1.390 is within a safe range for long-term use.
For those less familiar, it's important to remember that a universal Vcore setting isn't ideal. Each processor has its limits, and respecting these helps avoid damage. We aim to provide guidance that aligns with informed practices.
Hello, conditions are favorable with temperatures staying between 75-77°C after roughly two full tests on Prime95 26.6. Based on my observations, even when Prime 95 and demanding titles run smoothly, simply browsing YouTube can trigger a blue screen (primarily WHEA errors). I don't employ an AVX offset since I primarily utilize AVX instructions in my games.
I'm not sure that highlighting facts or details that seem misinterpreted or missed could be seen as showing off, but at least you managed to find what you were after.
