It might appear trivial, but which cables are causing the issue? My SSDs support M.2 form factors and the GPU isn't the cause.

power cables, GPU power, CPU power, and RAM are also things to verify. Once you do, the simplest way to test is by checking each RAM stick separately at a time, to ensure there’s no faulty memory that could prevent the PC from starting.

I verified the CPU, GPU, 24-pin connector, and ran tests on the RAM separately. No changes detected.

Begins to resemble PSU, a paperclip test exists to verify functionality. Initially, disconnect all components from the PSU. You'll require a paperclip or wire to link two pins on the 24-pin cable located on the motherboard's side. If you wish to proceed with the paperclip test, I can demonstrate the exact pin combinations needed for testing.
