I just got a second-hand GTX1660 Super video card, and it’s not perfect. When I first set it up in BIOS, the screen would go black and then come back on after about two seconds. I tested it with Linux Mint to check for stability, but it still had the same flickering issue—screen would turn on and off repeatedly. I also tried another card (GT640) and found it had the same problem. Now I’m wondering if the problem is with the motherboard or the monitor. If it’s the card, can it be fixed? Or should I consider disposing of it?
I’m tired of having my stuff end up in a bad condition. Don’t waste it—just throw it away if it doesn’t work properly. Be honest about selling it if you try.

Well, if it occurs with another graphics card, it's likely not the 1660 Super, unless you were extremely unlucky and somehow ended up with two GPUs that had the same issue. Beyond that, I'm really not going to be able to assist much.

Everything is fine. I encountered the same problem with a third video card (RX6500XT), but I'm convinced the issue lies with the monitor, as I'm currently testing the PC using the RX6500XT on another display where it works well.
