I think it's likely the main board inside the monitor, not the panel which is usually the priciest component. Have you tested a different port, such as using DisplayPort instead of HDMI to check if the problem continues?
You don't have to discard it just because you stop using it with your computer. A simple suggestion is to repurpose it as a picture frame. You can even attach it to the wall using a small VESA mount or place it on a desk since it already has a built-in stand.
