A 3950x would handle the tasks well, offering the best performance. A 3900x could work but might feel limited. Going with 3950x gives you the most reliable experience.

It offers slightly improved clock speeds which should enhance performance. The exact impact on the price isn't clear yet. However, it should support 4K streaming and recording without issues.

For devices supporting Turing GPUs excluding the 1650 series, NVENC encoding works well allowing high performance with 3700X/10600K.

Which GPU are you using? If it's a Turing card, you can simply run nvec and achieve a performance of 3700x/3600, which should suffice.

with cpu encoding varies by game but usually lacks sufficient processing power as others mentioned. Opt for GPU encoding—it makes little difference and Turing NVenc generally outperforms X264 with medium or slow settings. It's uncertain how well it would manage 1080p at 60fps and 4K simultaneously, though my 3900x found it difficult to encode 1080p at 9000kbps (upscaled to 1440p on output) using medium X264 while playing Monster Hunter World. A fast preset was necessary, which isn't ideal.

I'm not certain about handling both 4K and 1080p60 simultaneously, though I think it should be possible. It hasn't been tested yet, but if you're using nvenc encode, you likely don't need a 3950x unless there are additional requirements.

It seems more efficient to purchase a 3900x setup and use it as a dedicated streaming, recording, or rendering station. My aim is to broadcast and record in 4K simultaneously without overlays, allowing me to upload high-quality video to YouTube.
