While playing games, my frame rate remains consistent around 120-170fps. My ping stays between 70-100 ms due to my location in Australia, and I do experience significant packet loss. This seems more related to network conditions than hardware issues. Untitled video - Made with Clipchamp (1).mp4

The most reliable method is to connect a cable directly from the PC to the router, removing WiFi entirely, and checking for the same issue. Additionally, your video clip seems to be free of any delay.

It could just be the game itself. I don’t notice lag on RDR2 and GTA 5.

If permitted, you might obtain frame-time visuals to check for fluctuations. However, if the overall game performance is stable, it could be excessive.

It seemed like many packets might have been dropped when you turned it on. Playing from Aus can be quite frustrating. The Wi-Fi connection likely wasn't helping. It probably made the ping and packet problems worse. Back in my day, playing Counter-Strike on a 56k modem was typical—I’d definitely suggest using a cable if you could.
