The issue with inexpensive keys extends to being an easy method for cleaning money from stolen credit cards. Regardless, I would definitely consider avoiding an Intel CPU with an F in the name. Considering the current GPU market and supply-demand dynamics, and given that the older GPU is involved, it’s better not to be caught off guard if problems arise with the hardware and no suitable replacement is available. In Intel's situation—differing from AMD—since a similar processor with a GPU can vary by as much as $20 (or even less in some cases), I believe it’s wise to take precautions.

Your build should function as expected, though there are some considerations. The hyper212 claims LGA1700 compatibility, but the LGA1700 mounts will only be available in new stock. Existing stock might lack these mounts.

Other thoughts:
The 12400F is a strong processor. However, for an extra $20, choosing the non-F version with integrated graphics would be better. This would simplify testing and setup, offering protection against discrete GPU problems.

In the past, mounting a hyper 212 cooler proved challenging due to vague instructions. Maybe newer versions have improved this process.

I currently use Noctua coolers such as the NH-U12s. They are of high quality and mount easily.
The PSU is solid enough to accommodate a future graphics card comparable to a 3070:

For storage, you’ll likely find that a Samsung 980 or 970 Evo+ in 1TB size offers better sequential speeds without the higher price:

Are you sure? I thought they were only system builder keys and that's why they were priced low. Do you think some sellers are more trustworthy than others?

Many are not genuine. More about chance, testing, and mistakes...

Many ignore the origins of their keys, opting for gray market options. The only genuine sources for standalone copies—those not part of a prebuilt package—are Microsoft and their authorized dealers. These prices are usually close to the standard rate.

Deep discounts on system builder keys are rare. At most, they’re gray market keys, reselling volume or educational licenses separately. In extreme cases, these transactions resemble money laundering, involving stolen credit card information or other illicit funds.

One common gray market tactic has faded: purchasing affordable, legitimate keys in other countries and reselling them at steep prices in wealthier regions. This has led software companies to restrict cheaper versions in developing nations. Essentially, individuals in poorer areas face greater challenges obtaining affordable, verified software because affluent users prefer paying a premium for products that cost significantly more elsewhere.

I won’t advise anyone on specific actions. Law enforcement is unlikely to intervene against purchases made at illegal discounts. Ultimately, people must take responsibility for their choices.

I believe not understanding and disregarding each other are quite distinct concepts. The arguments presented are valued and considered.
Bringing in conscience seems a bit excessive, since it suggests prior awareness of the issues discussed. It was an effort to secure more funds, but that was incorrect. Absolutely not.
I don't aim to make the discussion overly lengthy, and I apologize if it caused unnecessary delays.
