The CPU and GPU could be the main constraints. Perhaps you intended to ask about which component is the bottleneck?

Is there a performance issue? I don’t think so, but I’m seeing 80-120 fps in CS:GO. That’s actually pretty solid.

Yep, for CS:GO there is certainly a lack of CPU power.

It's reasonable to say that 80-120 frames per second on CSGO with a GTX 680 and 200GE is quite solid.
