Okay, so your CPU and GPU are pretty well matched. So that's a good start. They are medium level combo at 1080p 60hz.
That's a pretty decent OC on the Core. It's approx 145mhz, which is about right for Nvidia cards. But all GPU chips are different, so by any standards it's a good result. Typically the core will OC about 150mhz, sometimes more if there is particularly, good case cooling. It's all about airflow and venting that heat. It enables more OC headroom.
OC the mem on a GPU often won't increase performance too much. The core clockspeed yields the best results, but it's worth considering doing the mem too.
What usage level is the CPU at? What games are you playing? CPU usage will vary from game to game. You have to expect that...

If you were playing CS:GO then your CPU usage may not max out. It might only be at 80%. Whereas id you were playing BF V, then most certainly your CPU usage would max out.
