So currently, my friend has a boost clock of 1400 Mhz and a ingame clock of 1548 hz. Is this a good overclock and it runs at 84 degrees celcuis.

1548Mhz works well as an overclock for a 980TI. Going past 1500Mhz is seen as a solid quality upgrade. Overclocking isn't bad, some folks just worry about damaging the system if they push too much. Better performance always helps everyone.

Why boost a 980ti, it's a really powerful card.

I understand what an overclock is, but I think it's a bit unnecessary for that kind of card.

you might receive a noticeable boost in frames per second, but it seems the resolution isn't set properly. If you choose 1080p, it could really affect the experience.

You're getting a noticeable boost in frame rate, but it's unclear what resolution he's using. If you assume 1080p, it might be too much for your setup. Overclocking everything you know about PCs can be risky.

1548Mhz is a good overclock for a 980TI. Anything above 1500Mhz would be considered a quality OC. Theres nothing wrong with OCing, some people just are afraid to break something if they push it too hard. Free performance never hurt anyone.
