I have an AMD FX-4350 with a Wraith cooler, running at 4.5GHz and 1.375V. Under full load I get roughly 50-60°C, the fan is very loud, and the power consumption is 125.1W.

I kept my CPU at 4.9ghz with DDR3 2400 and it's working well. The vCore sits between 1.476 and 1.488. If I lower the clock to match your vCore and speed on your water loop, it drops to 20c.
Short answer: 4.5ghz seems the easiest overclock for the FX4350. You might reach 4.7ghz, but a better cooler would help.
You definitely won't hit the high notes without a water cooler.
