My menu isn't laggy but it feels like there's 0.1sec delay on whatever I do.

Did anyone try disconnecting the Xbox controllers? I faced the same problem where menus and maps felt extremely slow. By unplugging the controllers, I was able to resolve the issue.

Absolutely, the controller is working fine for me. I'm not using a keyboard and mouse, so it's not an issue. Rockstar, you're welcome!

On High settings and with the map enlarged (press Z), it becomes slow and unresponsive when I start moving.

I was experiencing menu lag, so I capped my FPS at 60 using rivatuner...the issue is now fully resolved. This method fixed the in-game menu lag, not just the main menu. The main menu was stuck at 30 FPS, making it appear slow. By lowering the FPS to 60, the in-game pause menu lag disappeared.
