Have you tried the steps I mentioned? Also, are your Steam games stored on an HDD?

Yes, I tried those but they're still slow. And yeah, I'm using my hard drive for it too.

Can I turn off the TPM in my computer's settings instead of messing with the BIOS?

I am a bit curious if putting things on an SSD will help with this issue? Just trying out 1 or 2 games right now. I've never had lag on FH4 or any other Steam game after doing a defrag of drive D: /d /o /u /v (which takes a long time because I have so many files), and it just loads my games straight up. To make sure, you are running BIOS version f64b and chipset driver 4.03.03? (See in control panel > uninstall program > amd chipset software) right now? I don't know if this advice is okay but if moving a game to test on SSD makes it work better for Steam games on HDD, then something might be wrong with the hardware. I personally love having high speed RAM because of Ryzen's Infinity Fabric latency issues.
