I reached as low as 97 FPS... the gap from my usual 160+ is huge, the mouse behaves poorly when aiming, and the game has this odd stuttering issue. CPU and GPU aren't at full capacity, but I only play certain maps for missions; I can't even run blitz missions since I'm struggling with this low frame rate. My regular map set never drops below 160, and the mouse stays responsive.
