I own a gigabyte RTX 2070, the $500 base version. In MSI Afterburner I'm using default settings: +130 for core, +215 for memory, and maximum power limit enabled. Whenever I attempt to raise the core clock beyond +130, I encounter artifacts in Heaven Bench even though the voltage is at its maximum and fans are running at full speed. Is there anything else I can try?

No problem at all. You can modify the VF curve by pressing the graph bar next to the core clock slider.
However, if you're looking for my advice, it's not worthwhile. Changing the VF curve requires a lot of time to stabilize correctly.
And the voltage slider doesn't make much difference on Turing, so skip it.
