This morning upon waking, the computer refused to power up. I pressed the back button on the PSU and unplugged the cable. When I did so, an electrical noise sounded, and the motherboard LEDs remained lit for a prolonged period. Does this indicate a power issue with the motherboard? (I meant roughly 20 to 30 seconds.)

Leds consume minimal energy. They can stay on occasionally as long as the remaining power in the capacitors of the power supply or motherboard is available.

The electrical noise is typical when you switch or connect power to a circuit (power supply here). You might try plugging it back in and see if it starts up again. When you mention the computer won't boot, could you clarify what occurred? For example, did the screen stay black or show something else? Good luck!

Is it typical for the power switch to be off? The computer didn’t start, I can see the lights but nothing occurred when I pressed the power button. I unplugged it, brushed my teeth, and after reconnecting it, it worked for the first time.

The power switch isn't fully clearing the capacitors. Therefore, you might retain a small amount of charge for several seconds after turning off the power. This can occur occasionally. It could be due to dust in the power button, the PSU entering protection mode and requiring time to reset, or just an unexpected glitch. If this doesn’t repeat, everything seems fine.

It might relate to a power source problem. A gradually weakening power supply can show these signs. However, other parts can also cause this. For certainty, try using a different power supply.

What exactly do you mean by it not turning on: * No output to the display * No fan movement at all within the PC, no LED's, no sign of life at all Did you check which LED's were on when in this state, if any? If you're on AM5 sometimes the PC does memory training ( fans spinning, LED on RAM, and no display ) it can take a while ( usually between 4 and 15 mins )
