I’m facing a problem where my GPU and CPU aren’t using much resources across several games, especially CS2 and GTA V. Even though my hardware seems capable, utilization stays low.
My system details are: motherboard MSI PRO B760M-A WIFI mATX, CPU Intel i5-12400F, GPU MSI RTX 4060, 16GB DDR5 RAM.
I’ve already tried updating BIOS, changing power plans, reinstalling drivers with DDU, tweaking NVIDIA Control Panel settings, and checking game files. Temperatures are normal (GPU ~55-65°C, CPU ~55°C under load).
Despite these efforts, FPS stays very low—often below 130 in CS2 no matter the settings—and utilization hovers around 40-50%.
Other tests confirm everything works fine.
Could you suggest possible causes and solutions? Your help would be really appreciated.

Your specs are incomplete. Please add the make, model and age of your PSU. The make and models of your storage devices. The make and model of your case and how you're cooling the processor. What OS are you working with?
Updating the BIOS
Please specify the BIOS version you're on for your motherboard.
RAM: 16GB DDR5
Got a link to the ram you're working with?
Reinstalling GPU drivers using DDU
You're advised to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually installing the latest driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.
Have you tried reinstalling the games? Speaking of games, where did you source the installers for said games?
I'm experiencing an issue with low GPU and CPU utilization across multiple games
Can you state the names of all titles taxed to see this as a recurring issue?

PSU: Cooler Master MWE Bronze V3 750W
Storage: Crucial P3 Plus 2TB NVMe M.2 Internal SSD
Case: Lian Li DAN-A3
OS: Windows 11 Home 64bit
I’ve been using the stock Intel cooler and three fans for cooling—one above the CPU for exhaust, another at the back, and a third intake fan beneath the GPU.
The BIOS I’m running is E7D99IMS.AB0, the most recent version.
I’ve removed all GPU drivers and reinstalled them in safe mode via DDU.
Both CS2 and GTA V are installed, but the issue persists. Other games not listed include Ghost of Tsushima. All installations were done through Steam.

I'm not entirely clear on the issue. Reduced usage indicates the devices aren't requiring excessive effort. This is generally a good sign, unless other signs appear. Could you describe the symptoms you're facing?

I'm facing low framerates despite having a PC with specs that should support high frames. In CS2, FPS stays around 130 no matter what video settings I apply.
My GPU and CPU are running at low utilisation with stable temperatures, so they should be capable of pushing more FPS, but nothing I've tried has helped.

In CS2 running at 130fps it's not uncommon, but I'm interested in how things change if you include -threads 7 when starting the game. This approach was initially used to avoid using E-cores (like 12400F), which don't have them, but it seems to also prevent most hyperthreading issues, allowing background processes to function on virtual cores without needing a full disable. In reality, since 12400F has six real P-cores, having six threads might be more suitable.

Thank you for the suggestion, but it didn't appear to make a significant difference during testing. Maybe I should hold off until the next update that addresses this problem.
