I believe the cause for the missing frames is the weak CPU performance. I faced the same problems before upgrading from an i5 3570k in several games.

Nonetheless, I understand that my current system is outdated and I shouldn't expect much performance from it.

When playing at the weakest graphics options, it seems the CPU is the main constraint. The 3rd generation Intel processors worked well for games a while back, though my machine was an i5 3570k then.

There are small issues visible on the CPU.
The 6600K performs 20% better on a single core and 25% more on dual cores.
Performance remains below expectations.
