Maybe Messenger is being a little too intense, but overall it feels quite typical to me.
Pretty sure Windows in some way uses more memory the more you have, well, up to a certain point.
Also has 32 GB storage. Active apps include webradio, discord, two chrome windows, and outlook 2019. Usage stands at 12%.
Newer versions of Windows 10 and 11 notice you have significantly more RAM than necessary and attempt to make the most of it by anticipating which files might be needed soon and storing them in cache. This is why I frequently hit my head on my desk whenever people are concerned about RAM upgrades, especially when reaching 80% utilization during a game with a 16GB system. It's essentially Windows trying to use unused resources that would otherwise remain idle.
They're mainly focused on RAM because those who buy it tend to be a bit less informed about what's happening. Caching does speed things up, and unused memory is just wasted space. With the current trend of 16GB minimum, everyone wants to get the most out of it so the operating system can run more efficiently. Those who experienced high performance with 16GB and upgraded to larger capacities would have been better off researching before purchasing.
