I suddenly started getting really low fps on CSGO although i used to average about 100-120. Now im getting 70 with drops to 40 when anything happens in the game. I tried lowering my graphics, but my fps and performance did not change one bit. The fps rises to 100 and 200 when standing still with nothing going on sometimes. Is this a hardware issue or is it a software issue? What confuses me is why the fps does not change when i change the graphics ?

Do you need the full system specifications, including CPU/GPU temperatures and usage while playing?

I own a Dell OptiPlex 390 mini tower with an 8 GB DDR3 RAM, an GTX 750 Ti graphics card, a Core i7-2600 processor, a 500 GB SSD, and temperatures kept near 70 degrees.
