I’ve installed the game on a separate 320GB hard drive (Western Digital Caviar SE) from my OS-equipped SSD. I’ve already tried connecting both the motherboard and GPU power connectors, as well as updating to the latest graphics driver for my MSI GeForce GTX 1070 Ti.

I would say try it,on dual cores the games freezes completely on more cores it can happen that only parts freeze,it's the same for forza or for gta V,on the forza horizon 4 demo this happened to me, the game would keep playing but the enemy cars would get stuck frozen in place.

I would say try it,on dual cores the games freezes completely on more cores it can happen that only parts freeze,it's the same for forza or for gta V,on the forza horizon 4 demo this happened to me, the game would keep playing but the enemy cars would get stuck frozen in place.
