Intel generally performed significantly better than AMD when it came to memory overclocking during the Coffee Lake period. Finding an 8700 capable of supporting DDR4-3000 across four modules would be almost unheard of. It might happen, but it would feel like winning a reverse silicon lottery.

The old RAM was working at 3000MHZ with XMP enabled, but it’s not functioning properly. I’m unsure if the issue is related to the number of sticks—being on four instead of two might be causing the problem.

Open your BIOS settings and check the current version. Match it with the one listed on the motherboard BIOS download page. This is the most recent version available. Also, confirm the RAM kit model number for compatibility.

Oh yeah wow my bios is definetely out of date. ill attach a photo. Also unable to find the model number but the exact set is the (Corsair Vengeance RGB PRO 16GB (2x8) DDR4 3000MHz C15) Is updating the bios a fairly easy process?

Check the RAM speed directly. If you turn on XMP, exit BIOS and set the RAM to a lower speed such as DDR4-2666, then try booting again.
