I just discovered some interesting features in the NVIDIA app, like smooth motion. When I enabled it, my FPS doubled in CS 2 at 1440p. It’s unclear how it works, but it definitely makes a difference.

It is estimating based on 'pixel movement' to determine what lies between two frames. Therefore, yes it appears as a fake frame. Your actual game engine displays only every other frame, so the input delay remains similar, but what you perceive might not match exactly what the game engine is observing.

I just tried cyberpunk at 1440p native graphic max out with path tracing on, and I got 33 fps without DLSS and any upscaling. The game also felt choppy. After that, I turned on smooth motion, which brought the frame rate up to 79 fps with smooth motion and path tracing enabled, making it feel much smoother. If it's fake frame rate, enabling smooth motion won't help.
