My motherboard powers up sporadically, often failing to activate completely.
Background: The previous motherboard had issues, possibly a shorted PCH. I replaced it with a new one and a fresh PSU, which resolved the issue temporarily. The system functioned well outside the case during testing periods. After reassembly, the PC shut down mid-boot when powered on, and I no longer want to restart it. Testing showed that leaving the PSU off for about ten minutes restored functionality. However, any attempt to connect a cable or restart results in the same delay. Anyone have suggestions? Thank you ahead of time!

Is this the grey labeled CX unit of the green labelled CX unit?
When sharing a troubleshooting thread, it's standard to provide your complete system specifications. Please include details such as:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Add the age of the PSU along with its make and model.
Also note the current BIOS version for your motherboard.
Additionally, ensure the entire system is connected to a different wall outlet to confirm if the problem continues.
Relocate to another power source and observe the outcome.

Memory: 2x8gb 2666mhz hyperx
Storage: HDD Sata Standard
GPU: gtx 1660 ti
Power supply: corsair cxt750m, semi-modular, grey color
Operating system: win10
Display: AOC sniper 75hz
Power supply is brand new. I attempted it with an older one, but it didn’t work either. I have a multimeter to check if necessary, but I’m unsure what to do next.
I also noticed some thermal paste (about a rice-sized amount) in the lower part of the motherboard, specifically near the HD audio connector. I’m not sure if this is the cause, but since I’ve experienced similar issues before and take precautions, I’m trying to resolve this carefully.

Update :The mobo has debug leds... One for CPU, one for DRAM, one for BOOT and one for VGA. As I said, if I wait sometime then it will eventually turn on, but then off within some seconds. Between this time, it checks the ram and the cpu, only keeps waiting for the vga until it turns off. I decided to plug the GPU to see if I could get any video before it turns off, and.. it did not turn off anymore.. It is werid because I did the same thing, ie, turned it on with a single ram stick and the cpu and it did not turn off like it did. I know it may have a faulty thing on the mobo, but I hope it keeps working!
