I've been working on troubleshooting issues but still facing problems. The screen goes black and restarts a few times every few minutes, along with display glitches that are really frustrating. I've tried almost everything possible, even replacing the HDMI cable and monitor since I don't have spares. I recorded a screen capture on Streamlabs, and it looked clear in the bios, suggesting it's not a Windows or driver issue. Could it be something else?

Welcome to the forums, newcomer!
When sharing a troubleshooting thread, it's important to provide your complete system details. Please list the specifications as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU along with its make and model. Also, mention the BIOS version for your motherboard at this time.
I've tried almost everything I could think of, but not another HDMI cable and monitor since I don't have spares.
What have you tried? To avoid repeating what hasn't worked, we're starting this thread now.

When connecting to a computer monitor, opt for a DisplayPort cable. For a 4K TV, verify that all HDMI ports (including GPU and TV) are version 2.1 and use a suitable HDMI cable supporting 48Gbps.

Thank you for the warm greeting. Here are my specifications as best I remember, though some details are missing. It was a prebuilt about four years ago, so most components are old except for one HDD mentioned below. I’ve cleaned out my computer, and temperatures are all within normal ranges. I’m not using a TV but a proper monitor, though I managed to get a test screen that still shows the same issues, so the display is fine.
