I haven't used the app before and doubt its usefulness for my system, so I'm asking whether it's necessary to have it running at startup or if removing it is an option.

Turning it off at startup prevents it from running alongside other "start with Windows" applications. Opening it manually allows it to operate unless you terminate or force-stop it.

I checked the area, and it looks like just the GUI, which mainly speeds up program startup.

Also consider if Cortana should start automatically. I heard removing it entirely could disable certain features, so keeping it might be better, though you want it off-startup if advised. Regarding Windows Security Notification, many alerts are just tray apps that let processes run without launching the full app—my certainty is low, but it’s probably not essential.
